Poeple how have decrypt skill can use it.. Do you want a lot of people who have know idea what they are doing to pass this type of stuff around. They would ruin something that works. It's not 100% effective to prevent idiots from obtaining the prog, but it helps :)

It's just my guess, but I don't think he's trying to say "Hey! Look what you can't have."
